They get off when the heat is on! The precinct is practically deserted due to a power outage as a group of hookers is brought in. In the first scene two hookers try and have their charges dropped by giving a good enough hummer to the detective, this leads to cunnilingus and an all out sex threesome.

Eventually, after the hookers fuck their way through the precinct, it's found out they are really undercover cops that were thrilled with the good treatment they received from the precinct cops.
